T The sale of tobacco products and electronic cigarettes is prohibited within a 200-meter radius of educational institutions pursuant to article 434 paragraph (1) letter e of government regulation number 28 of 2024; however, such sales are still observed in the vicinity of schools in west jakarta. the core issue of this research is whether the west jakarta city government has implemented supervision over the sale of electronic and tobacco cigarettes in school areas in accordance with government regulation number 28 of 2024, and what obstacles the local government faces. this study employs a normative research method with a descriptive nature, utilizing secondary data supported by interview results; the data were analyzed qualitatively, and conclusions were drawn deductively. the research findings indicate that the west jakarta city government has carried out supervision of electronic and tobacco cigarette sales in school areas in compliance with article 461 paragraph (2) letter h and article 1147 paragraph (1) of government regulation number 28 of 2024. this has been achieved through public awareness campaigns, the installation of \\\"no-smoking zone\\\" signs, routine patrols, the handling of public reports, and enforcement actions against violations—involving the jakarta special capital region government, the education agency, the health agency, the public order enforcers (satpol pp), the police, and school authorities. obstacles to supervision include the absence of specific regulations regarding the mechanism for monitoring cigarette sales near schools, limited human resources, the growth of online cigarette sales, and low public legal awareness; consequently, the implementation of article 1147 paragraph (1) of government regulation number 28 of 2024 has not yet been optimal and requires strengthened technology-based supervision, education, and inter-agency coordination.
