T The right to higher education for people with disabilities is a fundamental human right that must be fulfilled. the absence of a disability service unit (dsu) at trisakti university raises legal issues related to non-compliance with the regulation of the minister of education, culture, research, and technology number 48 of 2023. the main problem of this research is how the structure of the dsu at trisakti university is based on the regulation of the minister of education, culture, research, and technology number 48 of 2023 and trisakti university\\\'s efforts to establish a dsu based on the regulation of the minister of education, culture, research, and technology number 48 of 2023. the research method used is a normative descriptive method, with data collected through literature studies supported by interviews. the results of this study indicate that the dsu has not been established at trisakti university in accordance with the regulation of the minister of education, culture, research, and technology number 48 of 2023, which results in the non-fulfillment of the right to higher education for students with disabilities at trisakti university. trisakti university\\\'s efforts to establish a disability services unit, based on the regulation of the minister of education, culture, research, and technology number 48 of 2023, includes the establishment of a disability services unit as an official structural unit explicitly listed in the university\\\'s organizational structure and scheduled to operate in march 2026. for trisakti university, especially the university leadership, the ongoing process of establishing a disability services unit needs to be accelerated and ensured that the unit is officially established within the organizational structure.
