T This research examines the application for renewal of the building use rights (hgb) on land with management rights (hpl) by pt. indobuildco in the gelora bung karno sports complex area. the issues examined are: (1) whether the application for renewal of the hgb on land with hpl complies with statutory provisions; and (2) whether the bpn decree no. mp.01.03/3411-31.71/xii/2023 complies with the provisions of pmna/head of bpn no. 9 of 1999. the research method used is normative juridical, with a statutory approach and court decisions. the research results show that the hgb renewal application fully complies with the provisions. however, because state land management through the hpl (land use right) requires the consent of the hpl holder, the principle of horizontal separation requires compensation for the building if the extension is rejected. furthermore, the bpn decree, which is merely a response without a final decision, does not comply with the procedures stipulated in articles 40 and 41 of pmna no. 9 of 1999, thus creating legal uncertainty. in conclusion, consistent legal application and protection of the civil rights of hgb holders are needed to create legal certainty in the management of state land.
