P Penerapan instruksi presiden nomor 1 tahun 2025 tentang percepatan efisiensi dan reformasi belanja negara memberikan konsekuensi terhadap pelaksanaan proyek konstruksi pemerintah, terutama dalam pengelolaan anggaran, pelaksanaan kontrak, serta hubungan kerja antara kontraktor utama dan subkontraktor. penelitian ini bertujuan untuk menganalisis pengaruh kebijakan efisiensi anggaran pemerintah tahun 2025 terhadap kinerja subkontraktor, pengaruh kebijakan efisiensi anggaran terhadap penyelesaian pekerjaan kontraktor utama, pengaruh kinerja subkontraktor terhadap penyelesaian pekerjaan kontraktor utama, serta menguji peran kinerja subkontraktor sebagai variabel mediasi pada proyek pembangunan markas komando (mako) paspampres jakarta.penelitian menggunakan pendekatan kuantitatif dengan metode survei. pengumpulan data dilakukan melalui penyebaran kuesioner kepada 15 responden yang terdiri atas project manager, site manager, konsultan, dan subkontraktor yang terlibat dalam proyek. instrumen penelitian telah memenuhi uji validitas dan reliabilitas, sedangkan analisis data dilakukan menggunakan analisis regresi linier sederhana, regresi linier berganda, koefisien determinasi, uji t, uji f, dan uji mediasi sobel.hasil penelitian menunjukkan bahwa kebijakan efisiensi anggaran berpengaruh positif dan signifikan terhadap kinerja subkontraktor dengan koefisien korelasi sebesar 0,72 dan koefisien determinasi sebesar 52%. kebijakan efisiensi anggaran juga berpengaruh positif dan signifikan terhadap penyelesaian pekerjaan kontraktor utama dengan koefisien korelasi sebesar 0,95 dan koefisien determinasi sebesar 91%. selanjutnya, kinerja subkontraktor berpengaruh positif dan signifikan terhadap penyelesaian pekerjaan kontraktor utama dengan koefisien korelasi sebesar 0,74 dan koefisien determinasi sebesar 55%. hasil uji mediasi menggunakan sobel test menghasilkan nilai statistik sebesar 2,595 dengan nilai probabilitas sebesar 0,0095 (<0,05), sehingga kinerja subkontraktor terbukti memediasi secara signifikan hubungan antara kebijakan efisiensi anggaran dan penyelesaian pekerjaan kontraktor utama.penelitian ini menyimpulkan bahwa keberhasilan implementasi kebijakan efisiensi anggaran pada proyek konstruksi pemerintah tidak hanya bergantung pada pengelolaan anggaran, tetapi juga dipengaruhi oleh kemampuan kontraktor utama dalam menjaga kinerja subkontraktor. oleh karena itu, diperlukan strategi pengelolaan proyek yang adaptif, koordinasi yang efektif, serta mekanisme pembayaran dan pengendalian kinerja yang baik agar penyelesaian pekerjaan tetap memenuhi target waktu, biaya, dan mutu meskipun terjadi penyesuaian anggaran.kata kunci: kebijakan efisiensi anggaran, kinerja subkontraktor, penyelesaian proyek, proyek konstruksi pemerintah, mediasi, sobel test
T The implementation of presidential instruction number 1 of 2025 concerning the acceleration of budget efficiency and public expenditure reform has significantly affected the implementation of government construction projects, particularly in budget management, contract execution, and the working relationship between main contractors and subcontractors. this study aims to analyze the effect of the 2025 government budget efficiency policy on subcontractor performance, examine its effect on the completion of the main contractor\\\'s work, investigate the influence of subcontractor performance on the completion of the main contractor\\\'s work, and determine the mediating role of subcontractor performance in the relationship between the budget efficiency policy and project completion in the markas komando (mako) paspampres construction project, jakarta.this study employed a quantitative research approach using a survey method. data were collected through questionnaires distributed to 15 respondents consisting of project managers, site managers, consultants, and subcontractors involved in the project. the research instrument satisfied the validity and reliability requirements. data were analyzed using simple linear regression, multiple linear regression, coefficient of determination, t-test, f-test, and sobel mediation test.the results indicate that the government budget efficiency policy has a positive and significant effect on subcontractor performance, with a correlation coefficient of 0.72 and a coefficient of determination of 52%. the budget efficiency policy also has a positive and significant effect on the completion of the main contractor\\\'s work, with a correlation coefficient of 0.95 and a coefficient of determination of 91%. furthermore, subcontractor performance has a positive and significant effect on the completion of the main contractor\\\'s work, with a correlation coefficient of 0.74 and a coefficient of determination of 55%. the sobel mediation test produced a statistical value of 2.595 with a two-tailed probability of 0.0095 (<0.05), confirming that subcontractor performance significantly mediates the relationship between the government budget efficiency policy and the completion of the main contractor\\\'s work.this study concludes that the successful implementation of the government budget efficiency policy in public construction projects depends not only on effective budget management but also on the ability of the main contractor to maintain subcontractor performance. therefore, adaptive project management strategies, effective coordination, and well-managed payment and performance control mechanisms are essential to ensure that project completion continues to meet cost, quality, and schedule objectives despite budget adjustments.keywords: budget efficiency policy, subcontractor performance, project completion, government construction projects, mediation analysis, sobel test
