A Abstrakpekerjaan temporary cofferdam pada proyek rekonstruksi jembatan palu 4 direncanakan menggunakan steel sheet pile (ssp) tipe iv. namun, keterbatasan ketersediaan material, kesulitan pengadaan, dan tingginya biaya mendorong dilakukannya penerapan value engineering melalui penggunaan ssp tipe ii sebagai alternatif. penelitian ini bertujuan menganalisis pengaruh persepsi stakeholder, ketersediaan material, dan kemudahan pelaksanaan terhadap efisiensi biaya, menganalisis pengaruh efisiensi biaya terhadap waktu penyelesaian pekerjaan, serta mengevaluasi dampak implementasi ssp tipe ii terhadap biaya dan waktu pekerjaan temporary cofferdam. penelitian menggunakan metode deskriptif kuantitatif dengan pendekatan survei cross-sectional. sampel penelitian berjumlah 36 responden yang ditentukan menggunakan teknik total sampling. data primer dikumpulkan melalui kuesioner berskala likert, sedangkan data sekunder diperoleh dari dokumen teknis dan laporan proyek. data dianalisis menggunakan structural equation modeling–partial least squares (sem-pls) melalui aplikasi smartpls serta didukung analisis value engineering. hasil penelitian menunjukkan bahwa persepsi stakeholder berpengaruh positif dan signifikan terhadap efisiensi biaya dengan nilai t-statistik 5,034 dan p-value 0,000. ketersediaan material dan kemudahan pelaksanaan juga berpengaruh positif dan signifikan terhadap efisiensi biaya dengan nilai t-statistik masing-masing 2,397 dan 3,484 serta p-value 0,017 dan 0,001. efisiensi biaya berpengaruh positif dan signifikan terhadap waktu penyelesaian pekerjaan dengan nilai t-statistik 10,500 dan p-value 0,000. implementasi ssp tipe ii menghasilkan biaya sebesar rp6.474.031.928,50, dibandingkan biaya rencana ssp tipe iv sebesar rp18.412.179.564,80, sehingga diperoleh penghematan sebesar rp11.938.147.636,30 atau 64,84%. pada pekerjaan pier, kebutuhan ssp berkurang dari 420 menjadi 400 lembar, yang menunjukkan indikator percepatan pelaksanaan sebesar 4,76%, sedangkan panjang pemancangan berkurang dari 8.610 m menjadi 7.200 m atau sebesar 16,38%. dengan demikian, penerapan value engineering melalui ssp tipe ii merupakan alternatif yang lebih ekonomis dan mendukung peningkatan kinerja waktu pekerjaan temporary cofferdam, dengan tetap memperhatikan persyaratan teknis dan pengawasan pelaksanaan.kata kunci: efisiensi biaya, efisiensi waktu, temporary cofferdam, steel sheet pile, value engineering, sem-pls.

A Abstractthe temporary cofferdam works for the palu 4 bridge reconstruction project were originally designed using type iv steel sheet piles (ssp). however, limited material availability, procurement difficulties, and high costs encouraged the application of value engineering by adopting type ii ssp as an alternative. this study aims to analyze the effects of stakeholder perceptions, material availability, and ease of construction on cost efficiency; examine the effect of cost efficiency on work completion time; and evaluate the cost and time impacts of implementing type ii ssp for the temporary cofferdam works. a quantitative descriptive method with a cross-sectional survey approach was employed. the study involved 36 respondents selected through total sampling. primary data were collected using a likert-scale questionnaire, while secondary data were obtained from technical documents and project reports. the data were analyzed using structural equation modeling–partial least squares (sem-pls) with smartpls and were supported by a value engineering analysis. the results demonstrate that stakeholder perceptions have a positive and significant effect on cost efficiency, with a t-statistic of 5.034 and a p-value of 0.000. material availability and ease of construction also have positive and significant effects on cost efficiency, with t-statistics of 2.397 and 3.484 and p-values of 0.017 and 0.001, respectively. cost efficiency has a positive and significant effect on work completion time, with a t-statistic of 10.500 and a p-value of 0.000. the implementation of type ii ssp resulted in a total cost of idr 6,474,031,928.50, compared with the planned type iv ssp cost of idr 18,412,179,564.80, generating savings of idr 11,938,147,636.30 or 64.84%. for the pier works, the required number of sheet piles decreased from 420 to 400 sheets, indicating a 4.76% improvement in installation efficiency, while the total driving length decreased from 8,610 m to 7,200 m, representing a 16.38% reduction. therefore, applying value engineering through type ii ssp provides a more economical alternative and supports improved time performance for the temporary cofferdam works, provided that technical requirements and construction supervision are properly maintained.keywords: cost efficiency, time efficiency, temporary cofferdam, steel sheet pile, value engineering, sem-pls.
