C Cilegon city regulation no. 5 of 2022 concerning smoke-free areas (ktr) is a form of local government commitment to protect the public from the dangers of cigarette smoke, especially in public spaces. this study aims to examine the role of the civil service police unit (satpol pp) in enforcing this local regulation, using a normative legal method. data was obtained from primary and secondary legal sources, including legislation, official documents, and relevant legal literature. the analysis was conducted based on soerjono soekanto\\\'s theory of legal effectiveness, which covers five aspects: legal substance, law enforcement agencies, facilities and infrastructure, public awareness, and legal culture. the results of the study show that although the ktr perda has a strong legal basis, its implementation in the field is still not optimal. the satpol pp has not carried out supervision to the fullest extent, supporting facilities are still inadequate, and public awareness of these regulations remains low. therefore, institutional strengthening of the satpol pp, improvement of supporting facilities, and continuous educational programs are needed to ensure that law enforcement can be carried out more effectively and the objectives of the ktr regulation can be achieved to the fullest extent.
