P Pengelolaan dana haji saat ini menghadapi berbagai tantangan, terutama di tengahdinamika perubahan kuota dan biaya penyelenggaraan ibadah haji yang menuntutpeningkatan efisiensi dan akuntabilitas. badan pengelola keuangan haji (bpkh)dinilai belum optimal dalam mengintegrasikan aspek governance, risk, dancompliance (grc), yang tercermin dari ketidaksesuaian antara regulasi dankelembagaan yang ada. penelitian ini bertujuan untuk menganalisis strategioptimalisasi penerapan grc dalam pengelolaan dana haji oleh bpkh gunamewujudkan keberlanjutan islami yang berorientasi pada prinsip syariah,transparansi, dan akuntabilitas. penelitian ini menggunakan pendekatan kualitatifdengan metode delphi dan analytic network process (anp) sebagai alat analisisutama. teknik pengumpulan data dilakukan melalui survei dan wawancaramendalam terhadap narasumber yang berasal dari kalangan regulator, akademisi,dan praktisi pengelolaan haji. hasil penelitian menunjukkan bahwa implementasigrc di bpkh berada pada level \\\"siloed\\\". berdasarkan hasil analisis data dariseluruh responden, indikator governance menempati prioritas tertinggi, diikuti olehrisk,compliance, dan sustainability. sejumlah strategi diusulkan untukmengoptimalkan pengelolaan dana haji, antara lain: pemanfaatan kuota haji darinegara dengan jumlah muslim sedikit melalui kerja sama diplomatik, transformasikelembagaan bpkh menuju tata kelola yang lebih terintegrasi, penguatan kerjasama internasional dengan lembaga seperti isdb, ifsb, isra, dan whuc, sertaharmonisasi regulasi bilateral terkait kuota haji. selain itu, pembentukan worldhajj fund committee diinisiasi sebagai upaya memperkuat kolaborasi dan tatakelola investasi dana haji secara global. model kebijakan existing (reserve) dipilihsebagai strategi paling realistis dan efisien oleh para responden. penelitian inimemberikan implikasi kebijakan berupa perlunya penyesuaian regulasi dalampengelolaan keuangan haji serta penguatan diplomasi internasional untukmendukung keberlanjutan dan akuntabilitas pengelolaan dana haji. nilai tambahdari penelitian ini adalah penyusunan model kebijakan berbasis anp yang dapatdiadopsi oleh lembaga pengelola keuangan haji di berbagai negara muslim.
T The management of hajj funds currently faces various challenges, especially amidstthe dynamic changes in hajj quotas and rising pilgrimage costs, which demandimproved efficiency and accountability. the hajj financial management agency(bpkh) has not yet fully optimized the integration of governance, risk, andcompliance (grc) aspects, as reflected in the misalignment between existingregulations and institutional structures. this study aims to analyze strategies foroptimizing the implementation of grc in hajj fund management by bpkh toachieve islamic sustainability based on the principles of sharia, transparency, andaccountability. the research adopts a qualitative approach using the analyticnetwork process (anp) as the primary analytical tool. data collection techniquesinclude surveys and in-depth interviews with respondents from regulatory bodies,academia, and hajj fund management practitioners. the findings reveal that grcimplementation within bpkh is at the “siloed†level. based on data analysis fromall respondents, governance indicators ranked highest in priority, followed by risk,compliance, and sustainability. several strategies are proposed to optimize hajjfund management, including utilizing hajj quotas from countries with a smallmuslim population through diplomatic collaboration, transforming bpkh’sinstitutional governance towards a more integrated system, strengtheninginternational cooperation with institutions such as isdb, ifsb, isra, and whuc,and harmonizing bilateral regulations regarding hajj quotas. additionally, theestablishment of the world hajj fund committee is proposed as an effort toenhance global collaboration and governance of hajj fund investments. theexisting (reserve) policy model was selected by respondents as the most realisticand efficient strategy. this study provides policy implications regarding the needfor regulatory adjustments in hajj financial management and the strengthening ofinternational diplomacy to support sustainability and accountability. the addedvalue of this research lies in the development of a policy model based on anp thatcan be adopted by hajj fund management institutions across various muslim-majority countries.
